JX Fund – European Fund for Journalism in Exile

The Pulitzer Center’s global reporting grants support in-depth, high-impact reporting on critical issues that are often overlooked in the media. This is a “catch-all” grant, so there are no restrictions on topic or reporting location. Staff and freelance journalists are eligible worldwide.

This paper by Diana Shahbazyan aims to provide a comprehensive needs analysis of exiled journalists from Belarus and Russia. The findings provide an understanding of the key issues affecting exiled journalists and media organizations, and outline both their immediate needs and primary action points.

This briefing paper “Navigating Instability” outlines an initial framework for responding to the challenges faced by exiled media, based on over 20 years of IMS support. With input from exiled media leaders, IMS’ Exiled Media Working Group has identified five key phases of transition and evolution that media in exile experience.

This study investigates the experiences of 103 Russian journalists who left their country after Russia’s 2022 invasion of Ukraine. It examines their professional environment, values, and roles as they continue their work abroad, focusing on maintaining journalistic integrity while navigating new political and cultural challenges, and the intersection of journalism and activism.

The Media Forward fund supports non-profit media organizations that want to expand their financial sustainability with a specific project. In doing so, they close a gap in reporting and ideally use approaches that differ from existing approaches in the DACH region and/or in their own market. The next application phase starts in August 2025.

Bellingcat is looking for wildlife and environment-related pitches grounded in open-source methods and tools. Open-source methods can include satellite data to expose illegal activities, ship tracking to monitor pollution, and social media analysis to uncover wildlife trafficking networks.

Report for the World and Columbia University (SIPA) have launched The Path to Impact: Insights from Global Majority Newsrooms, an impact report highlighting the global impact of local journalism in Asia, Africa, Europe, and South America.

This study explores the role of exiled Egyptian journalists in Türkiye, emphasizing their attempts to establish legitimacy and a professional identity that sets them apart from mainstream media. This analysis highlights the complexities of exiled journalism as it seeks to balance professional aspirations with the realities of political affiliations and conflicts.

This study explores the dual identity of exiled journalists as immigrants adapting to host countries while maintaining ties to their homeland. Based on interviews with Russian exiled journalists and 2023 fieldwork, it offers an approach to understanding exiled media as a mix of connections and disconnections between home and host spaces.

This report “2024: Confronting Political Pressure, Disinformation, and the Erosion of Media Independence” identifies serious threats, including the digital surveillance of journalists and its risks to source confidentiality, the transnational repression of journalists—particularly from Russia and Belarus—and the trend of media capture by governments in some countries.

A February 2025 report from the Inter‑American Dialogue outlines a comprehensive roadmap for protecting independent journalism in closed and repressive environments. Drawing on insights from media practitioners and experts, it sets out strategies to strengthen legal guarantees, sustainability, safety and resilience, offering actionable ideas to support journalists and news outlets under threat at home or in exile.

The Justice for Journalists Foundation (JFJ) released a report examining the key trends and developments in the media landscape of 12 post-Soviet states (excluding the Baltic States) over the past eight years. The report, compiled in collaboration with local partners, highlights significant changes and challenges faced by the media in these countries since 2017.

Yablokov and Gatov (2025) explore the challenges faced by Russian journalism in exile in their study, published in Journalism Studies. Based on over 50 interviews with exiled journalists, the study reveals how funding issues, tech reliance, and audience access reflect broader global challenges for exiled media.

Reporters Without Borders (RSF) has released its 2024 Assistance Report, revealing a growing trend of forced exile among journalists worldwide. In 2024, the organization allocated 70% of its emergency funds to relocating over 700 persecuted journalists and provided financial aid to 42 media outlets facing crises.

China, Israel, and Myanmar emerged as the world’s three worst offenders in another record-setting year for journalists jailed because of their work, the Committee to Protect Journalists’ 2024 prison census has found. Belarus and Russia rounded out the top five, with CPJ documenting its second-highest number of journalists behind bars.

The joint report by the UN Assistance Mission in Afghanistan (UNAMA) and the UN Human Rights Office (OHCHR) documented 336 cases of human rights violations against media professionals between August 2021 and September 2024.

It explains the core principles of media regulation in Russia and the various forms of censorship that the Russian political system has introduced and refined over the past decades, profiles several key influencers in the Russian media policy and provides context on the country’s media policy.

Research by the Media and Journalism Research Center (MJRC) identified four key elements that lead to media capture as part of a matrix designed to study the phenomenon. These elements include control of media regulation, control of public media, use of state funds as a means of media control, and acquisition of private media outlets by businesses linked to the government.
