Russia’s parliament unanimously passed a law targeting exiled critics, including “foreign agents,” with frozen bank accounts, revoked driving licenses, and denied consular services like passport renewal. RSF warns the Kremlin is extending repression beyond its borders to silence independent journalism abroad.

Since Russians invasian in 2022 many journalists emigrated to keep independently reporting about the war to Russians, many outlets have launched English-language versions of their publications in order to find new revenue streams to support their work, as the Russian authorities have introduced increasingly restrictive legal measures targeting support for independent media.

Amu TV was born out of the collapse of Afghanistan’s media landscape, and is one of the most influential exiled media outlets serving Afghanistan today. By broadcasting via satellite from the US, the channel has bypassed Taliban censorship and reached millions of viewers inside the country, offering a rare space for uncensored news, political debate, entertainment, and more.

Information control has long been central to the Kremlin. Since Vladimir Putin took power, independent journalism has faced growing repression, accelerated after the Kursk submarine disaster (2000), the Moscow theater siege (2002), and the Beslan school hostage crisis (2004). Critical outlets were punished, steadily eroding Russia’s independent media.

Russia is increasingly branding journalists as “terrorists.” In October 2025, the state labeled Dozhd TV’s editor-in-chief a terrorist; weeks later, two more exiled media figures joined a blacklist alongside ISIS and Navalny’s organization. They are not alone — at least 60 media workers now appear on Russia’s “Terrorist and Extremist” list.

Exiled Afghan journalists are keeping critical reporting alive through Amu TV and its flagship show Jan-e-Gap, broadcasting from studios in the U.S., Canada, France, and Turkey. Host Sadaf Rahimi and co-founders Lotfullah Najafizada and Sami Mahdi connect millions of Afghan viewers to open debate, exposing abuses and giving a voice to those silenced under the Taliban.

Authorities in Russia are expanding their surveillance to monitor not just journalists but also the audiences of independent media. This growing crackdown intimidates citizens who access alternative news and complicates efforts by exiled outlets to reach people inside the country, highlighting new risks for both readers and reporters.

Afghan journalists and media workers in Pakistan live in fear of arrest and deportation as authorities crack down on refugees. Many fled Taliban rule, and rights groups warn that forced returns could put them at serious risk of persecution, highlighting the precarious situation of exiled journalists in the region.

The ACOS Alliance has launched a global directory of safety trainers and advisors to help journalists access tailored expertise. The searchable database connects media workers – including those operating in exile – with specialists in risk assessment, digital security and crisis response, supporting safer reporting across borders and high-risk environments.

Alexander Udikov’s Medium blog offers personal insights into life as a Russian journalist forced into exile after persecution for anti‑war articles. Since receiving political asylum in France in 2024, Udikov chronicles daily life, bureaucratic hurdles, creative workarounds and the ongoing challenge of staying true to independent journalism beyond Russia’s censorship.

Nasir Andisha, Acting Permanent Representative of Afghanistan to the United Nations, said at the International Symposium on Freedom of Expression that the international community must continue supporting Afghan media and free expression and should not allow the Taliban to silence these freedoms. The symposium opened today (Friday, November 21) in Berlin.

The two-day “Exiled Media Forum 2025” concluded in Hamburg, Germany, reaffirming international support for independent media operating outside their home countries. The event convened journalists, media executives, and freedom-of-expression advocates from Afghanistan, Belarus, Sudan, and other nations confronting repressive regimes.

Reporters Without Borders (RSF) warns of Russia’s growing use of in absentia convictions against exiled Russian journalists and foreign media professionals. This repressive legal tactic is used to intimidate journalists, block their return to Russia and pressure their relatives,  and has become commonplace since the full-scale invasion of Ukraine.

The publishing of personal identifiable information (PII) online – such as a home address, email, or phone number – without consent in order to harass, intimidate, extort, etc.. You may see your name and PII circulating on social media, websites, or watchlists; receive an influx of abusive and threatening emails, calls, texts, social media messages, and/or physical mail; and/or see or hear about people showing up at your home, work, or events.

A new cooperation agreement between Amu TV and Deutsche Welle was announced on October 1, 2025, to expand access to independent journalism for Afghan audiences inside the country and abroad. The partnership will allow Amu TV, an Afghan broadcaster in the diaspora, to rebroadcast DW’s flagship program Aashiti on its free-to-air satellite channel, while also sharing DW’s news, analysis, and multimedia content across its website and social media platforms.

A new Russian law – which came into effect in September – punishes online searches for what the government labels ‘extremist content’. But while the Kremlin has published a list of more than 5,000 banned websites, there’s still little clarity surrounding the law’s implementation and what makes the designated content ‘extremist’.

Around the world, countless people are targeted because of their political opinions, activism, or affiliations. They face arrest, surveillance, intimidation, and sometimes even torture or death. For many, fleeing their country is the first step to survival. But once outside of the immediate danger, the question becomes: how can they truly rebuild a life if their old identity continues to expose them to risk?
