According to Radzivon Biahliak, chairman of the Association of Belarusians in Latvia Supolka, the main achievement of advocacy efforts so far is that Belarusian journalists have remained at LSM+. The Belarusian section’s archive has also been preserved. Additionally, stories covering life and events in the diaspora are regularly published.

Belarusian independent media-in-exile face a unique financial crisis that goes far beyond typical non-profit sustainability challenges. Cut off from their home country since 2020, these outlets face two challenges: their mission has never been more critical, yet their traditional revenue models have completely collapsed.

Luz Mely Reyes, a Venezuelan journalist in exile and director of the digital media outlet Efecto Cocuyo, quickly learned what was happening. In 2026, exiled media outlets will overhaul their business models, leaving behind grant dependency and moving toward diversified schemes that include products and services that their audiences — especially readers in the diaspora — are willing to pay for.

The EU’s new return policy risks jeopardising the lives of vulnerable journalists and human rights defenders living in exile. As such, it undermines the very principles of press freedom and human rights it aims to uphold and the safe haven the EU seeks to provide for journalists from all over the world threatened for reporting on the truth. ECPMF and undersigning organisations urge the EU to immediately reconsider these adverse effects and prioritise the protection of those who have already fled persecution.
